E-Scooter Mandatory Insurance

Electric scooters have exploded in popularity in Spain’s cities — and while they’ve provided a flexible, eco-friendly way to get around, the lack of consistent safety and legal standards has long concerned authorities. Starting in 2026, Spain is finally rolling out a comprehensive regulatory framework for electric scooters and other light personal vehicles (often called Vehículos de Movilidad Personal or Vehículos Personales Ligeros), with registration and insurance at the core of the new rules.

Civil liability insurance, commonly referred to as third-party insurance, has historically been optional for e-scooters in Spain. That ends with the new rules.

Key insurance requirements:

  • Every registered electric scooter must carry valid civil liability insurance covering damages to people and property caused during use.

  • Policies must meet minimum coverage standards, which are substantial:
    • At least €6.45 million per incident for personal injury
    • At least €1.3 million for property damage

If a policy doesn’t meet these thresholds, it may be considered invalid under the law — even if technically labelled as “insurance.”
